Not sure really. I did this recently on my old truck. I used flat
copper strap from the bed, body, etc, to the frame. I had a lot of
crud on the frame, so after I drilled the holes for the strap, I took
off the crud with a wire wheel on a drill. That got me down to clean
metal. At that time I just bolted the strap to the frame as tight as I
could get it, and sprayed black paint over the whole area to cover
where I buffed down to metal. I know thats not going to help my copper
to frame connection, but I'll worry about that later I guess. I can
always clean and rebuff..I'll see what ideas you get on that.. MK
