It is very unusual that you could hear it clearly in both the FM and AM modes.

I hear a radio station's remote link out of Fort Piers, FL on 26.47 when
the DX is right...dunno if this is the same one or not. I'm in Michigan

I have heard the same station on my Galaxy 88 also on the lower bands.

What your probably hearing is the 2 florida radio stations that for some reason
re-transmit their station on 26.470 and 25.870 FM...I hear them here in MI
too...

These operations are very much legitimate and legal.  The stations are using
their RPU (remote pickup) frequencies.

These are radio frequncies in the Remote Pickup Broadcast Service. These
stations are broadcasting from remote sites back to the studio or are using
these channels to send signals to the transmitter. They belong on these channels.
