FM on CB will never happen in the USA.  The FCC has stated it has no
intention to ever consider allowing FM on CB.  The current CB band is
considered a lost cause. a mistake.  If you want to use FM in this
frequency area, I strongly suggest using 2M or 10M.  It can be a lot of
fun on 10M FM when the band is good.  Here in Alaska there is a repeater
network that allows communications with a small radio over a vast part
of the state, even with a handheld. The FM CB topic is dead, sorry.

You are living in a dream world.  Once again, the FCC has said NO WAY!
They are quite disappointed with the CB scene, you can propose all you
want, not gonna happen, ever. If you are that serious about running FM,
why don't you study for a couple months and take the 2 simple tests that
would put you on FM on the amateur bands?  I can pick up my handheld and
talk to people all over a vast portion of this very large state (Alaska)
with under 1 watt.  The same repeater networks are used to cover
communications on the Iditarod and Yukon Quest 1000 mile dog sled races,
and the 800 mile boat race "Yukon 800".  10 meter FM repeaters are quite
amazing, too, when the band is open.  Not trying to sell the hobby, but
if you want to advance your communication skills, have a lot of fun, and
most importantly, have unparalled communications capability in
emergencies or for special events, there ya go.

Certainly.  It will remain on the fringe though, the only point being
made is that it will not be made legal by the FCC.  Here, it takes very
good conditions to open up 10 and 11 meters, especially for FM.

Define "Quite a few"....from my vantage point near the City of Detroit
I've only heard have a dozen folks in the last 3 years.
Most of them have been "trying it out" , and end up back in the mode they
started in.
This is a lame attempt at something the FCC will never do..
We have already had FM CB....FRS, GMRS......

your channel plan fails miserably because you didn"t even put it in the
c.b.band 26.965-27.405 mhz.Also F.M. is not allowed.

 What does it really matter, how many people drive the posted speed limit.
 There are many very good 10 metter radios that can be mod. for use on
26-32 MHz withfm,am,ssb and cw, I talk on a Galaxy Saturn-Turbo, it does
over 100w ssb add to that a a Moonraker4 on a 50ft. tower some good coax
and a D-104 mic and your in there.  CB has come along way in pos. and neg.
ways, it all depends on how you run your statinon.  Some day i'll get my
ham ticket, but i''ll allways talk 11 meters.  I've all but given up am (
other than for long trips ) due to all the potty mounths, and people trying
to step on everyone else.  Not much traffic on fm though, it's kind of a
waist, but can be fun.   Anyway, forget about your proposal, it 'll never
fly ( i think the fcc hates cb and all it has become )  who needs it anyway
Just get out there and freeband.
