/I thought the ITU regulation was 5 WPM for Hf access.  This was
/the last I heard.  Even though some people can get an exemption
/for the higher speed tests, they still must pass the 5 WPM for
/access to the HF bands in the U.S.

I heard this is true everywhere "except" JAPAN where code is not
required at all.

Is this true?
