I took my scanner to the 49ers-Chargers game yesterday and was lucky enough to
find the frequency the 49ers used for radioing in plays to the quarterback.
They were using 464.8875 Mhz and it was scrambled -- not digital but some kind
of analog scrambling.  Through the binoculars it looked like the guy doing
the talking had a normal UHF walkie-talkie with an extra box on his belt that
the audio was going through.

I also tried and failed to find the frequency used by the referee to announce
penalties over the PA system.  Anyone know where I can find what frequency
they use?

Thanks for the info John.  I scanned around 170Mhz at the game, but didn't go
any higher than about 175Mhz.

Most probably it was voice inversion type scrambling, very easy to
descramble with a device that can be bought online.
