Freq Usage Question

I live near a Navy Lab and have been trying to find their security and
operations/maintenance frequencies.  The security is run by a private
company and judging by the antenna on the vehicles, I would guess they
operate in the 400 Mhz range.  I have searched the business bands with no
luck.  There is no listing for the security company in the frequency guides
that I have.  I was wondering if the could be using a frequency in the
govt. range (406-420)?  The maintenance vehicles are Navy vehicles with US
Govt plates.  The antenna is a 30" base loaded whip.  Any idea where to
search for these?

Jim, the loading coil is a bit of a giveaway - certainly not
400MHz, sounds more like somewhere 35-45Mhz (sorry, I'm not
familiar with official US bandplans).
