There seems to be quite a bit of confusion about what, exactly, Bill
Cheek was arrested for.  I.e. hardware, software, or both.  Are any
official (i.e. court) documents available on the case?

Are "they" still proceeding against his widow?

Well the documents would be in a Federal court in NY State.

It wasn't clear exactly what they wanted to charge him with,
especially in light of several other verdicts about 'divulging'.

No, charges against Cindy were dropped months before Bill died.

contacted the couple in late 1998 and early 1999 and bought five
do-it-yourself kits over the Internet. Once assembled, the units allowed
users to unscramble the encoded messages that pass between mainframe
computers at police and fire departments and those onboard computers, or
mobile data terminals (MDT), inside police cars.

U.S. law enforcement began moving their communications to MDT back in the
1980s, in an effort to put information about surveillance, ongoing
investigations, and other sensitive matters out of earshot of eavesdropping
criminals.

I believe what really got Bill in trouble was he specifically advertised
on his website everything that his decoders were capable of decoding.
Specifically FAX, Pagers, AND MDT's.  These are signals not intended
for the general public to listen to.  They don't have to be encrypted to
make
them illegal to listen to, just as listening to cordless phones and cellular
is now illegal.  Bill's adverti***t left little question as to what his
product was primarily designed to do.  This is why others still sell the
same decoders legally today.  They don't advertise the illegal possible use.
A subtle, but very important difference.  The key phrase to look for
in the ECPA is "primarily useful".

Cheek was busted for operating a CB radio with WAAAYYY too much power.
Part of the agreement was that he never transmit anything ever again.
This isn't conjecture, he did it alright. Guys like Cheek have this
Napoleonic attitude and just have to be in the gray area of the law all
the time. What they do, or sell, isn't illegal in the letter of the law,
but it is certainly in the spirit. Sadly, I suspect that Cheek had a lot
of stress as a result of walking this gray line for so many years and
I'm certain it aided in his pre-mature death. He also crossed swords
with so many people we've long lost count. The time and effort that he
put into his rebuttals and missives was proof positive that it was a
consuming passion of his to belittle others. You just can't have all
that bitterness inside and not have it affect your health (mental &
physical) in a detrimental way. The fact that his illness started as
lung cancer tends to imply that tobacco had a part in this as well. I
think it truly a shame when someone as young as Cheek dies. It is
generally accepted that we as humans are built to last between 100 and
150 years. It is entirely due to mismanagement of our health that we die
younger.

Stress, or lack thereof, had NOTHING to do with his illness and death.

He had cancer, it spread, he died.  End of story.

You mean  you think he DIDN'T enjoy the 'wars of words', usually started by
others??   He LOVED it, and it's petty of you to denigrate him for it, when YOU
seem to be doing them same thing, although on a smaller but JUST as personal
level, AND at a time when Bill can no longer respond.

The person you are speaking of wrote a letter indicating he was apprehended
at his home, taken to a law enforcement office, & detained several hours for
questioning.  Indeed, we was arrested.
