the pro46 mod consists of removing two jumbers and inserting one jumper,
but after i removed the first jumper, the block frequencies were restored.
what is the function of the other jumpers?

Just a guess, but I suspect it may disable 30 khz stepping. Check this
out to see if it steps in 12.5 khz stepping or 30. If 12.5 khz, finish the
mod to see if 30 khz stepping is enabled.
