Does anyone here have info on Computer Aided Dispatch systems-- such as
those used in police cars?

Can the signals be demodulated by a computer if a scanner is hooked in
through a RS-232 port?

While we don't use CAD here, we do use Mobile Data Terminals that are
capable of CAD if fully implemented. The MDT's use a packet protocol that
is incrypted and one is not likely to decode it.
