Look, if you really want the best, the go to a commercial two-way radio shop
and have them order a VHF-Lo band antenna specifically matched to 49MHz. It
won't be the cheapest route, but it should be the best.  You can also get a
102-inch metal whip for CB (27MHz) and cut it down to match the 49MHz range.

Discones are good antennas if you want to cover a wide range of frequencies,
but they offer no "gain" or amplification of the signal. Groundplanes, on the
other hand, increase the signal, but are good for only one frequency range,
unless they use electronic traps or mulitiple elements to increase their
coverage.

Well, you sure got that wrong! A $60-$80  discone just  to snoop on phone
calls? He can make a dipole for $5 if that is all he wants to do. Otherwise,
his best bet is an omnidirectional like the Scantenna for $39, Anyone who
thinks a discone is a better option is folling him/herself and even the people
who sell discones will tell you that.

Advantages of a discone: ease of assembly, covers a wide variety of frequencies
Disadvantages of discone: unity gain

As far as 46/49Mhz is concerned, you could make a much better antenna yourself
out of a 10 foot piece of steel wire and a spare length of coax.

much matches the ringo ranger on top of my tower,at approx.45 ft.I had a
homemade ground plane in the attic a couple of years ago,and it blew away
the discone EVERYWHERE.It was cut for 440 mhz,and tx'ed well there.When I
get the monitenna up on the tower,I'll make another GP,and put it up in
the attic,it only cost me about 3 bucks to make.I'll keep the discone as
a back up antenna.....
