I have recently purchased the PERCON FCC database. I am generally very pleased
with it. I am just having trouble with understanding the section that reads
"special conditions" in the licenses.

These "special conditions" often read something like ex. #18 154.890

Does anyone know what these number codes mean? I have seen them go as high as
the 70's.  

Also I have noticed that some frequencies show an OPERATIONAL VICINTY that
says something like "70 MIRA Houston", even though it might be a Pennsylvania
license. Could a Pennsylvania station possibly interfere with a Houston
station? Even in the 155.xxx range?
