        I noticed the IC-R8500 gen. coverage recvr blocks cell phones
        yet the HT's seem to cover this area... Seems like a rip. when
        $2000 wont do it but the $350 HT will ! Is this a new law ?
        Can the R8500 be modified ?

No the LAW has been on the books since 1993.  Most of the current crop of
Amateur HTs also do not offer cellular coverage.  If they do, they run a chance
of loosing the FCC type acceptance that applies to them.  You see all Amateur
receivers that operate above 30 MHz must adhere to FCC Part 15 rules.
Generally 99 % of the Amateur receivers are type accepted as scanning receivers
because that is the only place they firt into the Part 15 rules.  So they also
get caught up in the cellular receiving ban.

Usually you can clip a diode on the circuit board next to the microprocessor
to make the unit do what you want. The newsgroup "rec.radio.scanners"
may be of help. If not---email me and I will send you to a place that sells
solder and some good videos on electronics. ((Just kidding)

If you wish to run the risk, yes, the radio can be modified. It will then
be in violation of the FCC type approval. Here in Australia the IC-R8500
covers its spectrum without a break, as do all the Icom HTs and mobiles.
