I'm looking for programming software for the Icom IC-Q7A handheld.  Also
plans for programming cable.  Anybody got 'em?

available.  Anyone got any other sources?

I don't read russion, but even before I saw the link to the translator
I could figure out enough just from model numbers and a few guesses.

They have several cable schematics.  I like:
  http://www.redwaveradio.com/
but most likely you can simplify that even further.
  http://www.redwaveradio.com/
can have the two radio SI/SO lines connected together and would
probably work fine for your Icom.

Sorry I can't help you with software.  Have you checked with RT

I am using the Vlaski Goran software with my Q7
www.vlaski.virtualave.net  should get you there...
prog is IC-q7a v 1.05
