For a portable receiver to listen mainly to shortwave which would be better
the Icom R-20 or the Alinco DJ-X2000. Again I would be using it for a
portable shortwave receiver more then a radio scanner.

I have had both and neither of them are much good on HF

While I believe they are both xlnt receivers, I think a $10 Bell and Howell
radio would be a better choice for shortwave than either of those radios or
ANY other wideband portable...
