his OWN band restrictions, but foreign countries have their own
band restrictions. Heil (or any other licensee) is responsible
for proper operation of their OWN stations. Not anybody else's.

would ignore an "OSOSOSOSOSOSOSOS..." signal.  So in the end, it is
your choice to reply or not.

A person who lacks judgement will reply to any and all callers, even if
he knows they are out of band.  A wiser person would be more selective
in who he replies to.  Especially if the callers are out of band, as it
was with Dave/K8MN.  It is poor amateur practice to reply to out of
band Frenchmen calling you on 6 Meters, no matter how vigorously you
defend such operations.
